A primal solution tells us what to produce. A dual solution tells us why no feasible plan can do better. Here, the plan one, three gives nine, and prices one, one give a bound of nine. Their objective components differ, but their totals coincide. Say the certificate aloud: feasible primal value, at most the optimal value, at most feasible dual value.
